Struggling, Past Due or Applying for Discounted Utility Services?
If you are struggling with making your payments on time, have a past due balance or are in need of discounted utility services, please come into or call City Hall at (509) 234-2701. We may be able to assist you in the following ways:
  • Making a payment arrangement
  • Working out a long-term payment plan
  • Providing information about agencies that may be able to provide financial assistance or other resources
  • Helping Low Income Senior citizens and Low Income Disabled citizens obtain discounted utility services
  
Office hours are Monday – Friday from 9:00 am – 5:00 pm (excluding holiday closures)

                                                           

 

Learn How to Use Online Bill Pay for City Utilities

Xpress Bill Pay is the easiest way to pay your utility bill. The online payment option saves you time and gives you more flexibility in how you pay your bill. Learn how to use our online payment options by reading the Xpress Bill Pay Instruction Flyer or simply follow these steps:

  Step 1: Select the "SIGN UP" button at the top of screen or "Create a New Account" from login box

  Step 2: Set up New Account Information

  Step 3: Secure Verification

  Step 4: Receive Text Messages

  Step 5: Locate Billing Organization

  Step 6: Locate Account (add new account) enter your billing account number & the last name exactly as it appears on bill

  Step 7: Manage Accounts (you can choose to set up auto pay or add another account)

  Step 8: Cart Checkout

  Step 9: Cart Checkout: Payment Methods

  Step 10: Review & Confirm

The City accepts online payments for Community Center rentals, building permits, bulk water purchases, land use/planning services, pavilion rentals and swimming lessons through AllPaid*

*AllPaid charges a service charge for each transaction (minimum charge is $1.75). For each additional increment of $50, or portion thereof, add $2.00. The amount of the charge will be provided to the cardholder for acknowledgment and acceptance prior to completion of a transaction.
