NOTICE OF APPLICATION AND NOTICE OF PUBLIC HEARING

HERITAGE HEIGHTS PRELIMINARY PLAT

NOTICE IS HEREBY GIVEN that there has been proposed to the City of Connell an application by Richard and Kristin Jansons of KB Heritage II, LLC, 1386 Baywood Ave., Richland, WA 99352 for a Preliminary Plat Subdivision, file No. 2024-06-Jansons.  The City deemed the application complete on June 4, 2024.

Proposal Description: “Heritage Heights Preliminary Plat” is a proposal to subdivide four parcels into eight new lots (approximately 3,873 SF to 5,092 SF each) in the Residential Medium Density zone (RM). There is an existing duplex located on each parcel and the proposed new lot lines will run through the existing structures (zero lot line development).  The provisions of Connell Municipal Code (CMC) 16.16.410 Conversion of existing dwellings to zero lot line dwellings apply.

Proposal Location:  The proposal is located on tax parcels 109-682-061, 109-682-062, 109-682-063, and 109-682-064. The parcels are situated in the southwest ¼ of the southeast ¼ of Section 25, Township 14 N, Range 31 East (WM) and are addressed as 400, 414, 428, 442, 456, 470, 484, and 498 N Fifth Avenue.

NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Connell will meet during a special meeting and conduct anOPEN RECORD HEARING on Monday, August 12, 2024, at 5:30 PM, or shortly thereafter, at Connell City Hall located at 104 E. Adams Street, Connell, Washington in accordance with Connell Municipal Code 16A.08 for the purpose of taking public comment. All interested persons may attend the hearing and present any support for or objections to the application. 

Information may be examined or copies obtained by contacting Sterling Joyner, Planning / Building Services Clerk at sjoyner@connellwa.org. Written comments may be mailed, or hand delivered to City of Connell, 104 E. Adams, P.O. Box 1200, Connell, WA 99326, and must be received no later than Tuesday, August 6, 2024, at 10:00 AM. To be included in the staff report. Comments received thereafter will be read into the record at the hearing.  Any person may comment on the application, receive notice of and participate in any hearings, and request a copy of the decision once made. Required permits and approvals include but may not be limited to: Approval of Preliminary Plat and Final Plat.   Applicable codes and development regulations include  Connell Municipal Code, Title 12 – Streets and Sidewalks, Title 14  - Buildings and Construction, Title 16 – Subdivisions, Title 16A – Development Administrative Regulations, and Title 17 – Zoning.  SEPA Environmental Review is not being conducted as the structures are already built and in accordance with CMC 16.16.410.

In accordance with CMC 16.04.080, the Planning Commission will issue a recommendation within fourteen working days after the public hearing on whether to grant approval of the application.  The City Council will subsequently conduct a closed record hearing within thirty days of receipt of the report and recommendations of the planning commission, and the expected date of the closed record hearing is August 21, 2024.
