City Administrator

Connell established the position of City Administrator in 1989. Cathleen Koch was appointed and began serving as City Administrator in September 2021. She is responsible for management of City operations and implementation of public policy. As a professional City Administrator, the overall welfare of the community is put first so that core services are provided for all citizens to enjoy a better quality of life.

Cathleen has served local government agencies for 24 years, with the last 20 in Eastern Washington, including in the cities of Richland and Prosser. Cathleen holds a Master's degree in Public Administration from the University of Washington. She is a member of the International City/County Management Association (ICMA) and the Washington City/County Management Association (WCMA). The associations provide training and resources to professional City Managers and Administrators, like Cathleen, that oversee the day-to-day business of local governments.
