City Administrator

Connell established the position of City Administrator in 1989. Cathleen Koch was appointed to this role in September 2021 and has been serving since then. As City Administrator, she manages City operations and implements public policy, prioritizing the overall well-being of the community to ensure core services are provided that enhance the quality of life for all residents.

Cathleen has been working in local government since 1999, with the past two decades dedicated to serving Eastern Washington communities, including the cities of Prosser and Richland. She holds a Master’s degree in Public Administration from the University of Washington and is an active member of the International City/County Management Association (ICMA) and the Washington City/County Management Association (WCMA). These organizations offer training and resources to professional City Managers and Administrators like Cathleen, who oversee the daily operations of local governments.
