MEETING OF THE CITY OF CONNELL , WASHINGTON
CONNELL, FRANKLIN COUNTY , WASHINGTON

February 20, 2006

The Workshop Meeting, of the City Council of the City of Connell , was called to order at 5:37 pm at Michael Jay’s.

ROLL CALL

PRESENT:       Mayor Pro Tem Ron Boyer, Councilmembers Jim Klindworth, Monica Pruett, Rhonda Quinton and Kent Mosbrucker.

STAFF:            City Administrator Art Tackett, Public Works Director Pat Munyan, and City Attorney Terry Tanner.

GUEST:           Tim King, Dean Rudd, Erick Mauseth, Andy Hall, Molly Kunkel, Roger Bailie.

ORDER OF BUSINESS

ENERGY PARK PRESENTATION

            City Administrator Tackett introduced Dean Rudd and Tim King. 

            Dean Rudd made a presentation on the Digester & Gasifier for the Energy Park .

            Tim King made a presentation on the Bio Diesel for the Energy Park .

            A general discussion regarding the Energy Park followed the presentations.

MEETING RECESSED

The special meeting was recessed to be continued at City Hall.

MEETING RECONVENED

Mayor Walton reconvened the special meeting at 7:15 pm and the following was heard before Council:

REAL ESTATE BROKER SELECTION

            City Administrator Tackett provided Council with interview questions to be asked of Jeff Arlington of Coldwell Banker and Gary Kopf of Century21. 

Council heard first from Jeff Arlington, who presented Council with a marketing report.  Mr. Arlington provided statistics on CRCC employees and suggested being cautious in not over pricing land.

Council then heard from Gary Kopf.  Mr. Kopf advised that the majority of his experience was in farm and commercial sales and that his wife dealt with residential sales.  Mr. Kopf advised that zoning of land was very important as well as having utilities ready to go.

Council discussed the two submittals. This item would be placed on the February 27th meeting for selection of a real estate broker.

BUILDING, PLUMBING, AND MECHANICAL FEES

            Public Works Director Munyan went over handouts of different building fee scenarios and advised that the current fee schedule did cover the City’s cost.

            Public Works Director Munyan advised that currently there were no funds for code enforcement.  A charge could be added to permits designated for code enforcement.

Council requested that changes be made to the commercial rates based on half of the commercial price index.

There being no further business to be heard before the City Council, Mayor Walton adjourned the meeting at 8:22 pm .
