MEETING OF THE CITY OF CONNELL , WASHINGTON
CONNELL, FRANKLIN COUNTY , WASHINGTON

May 18, 2005

The special meeting, of the City Council of the City of Connell , was called to order at 6:05 pm in the City Hall.

ROLL CALL

PRESENT:       Mayor Gary Walton , Councilmembers Andy Sawyer, Monica Pruett , Ron Boyer and Roel Martinez.

STAFF:            Public Works Director Pat Munyan and Deputy City Clerk-Treasurer Maria ChavezPeņa.

WATER FEE DISCUSSION

Public Works Director Munyan went over meter installation costs and impact fees for water services and advised that actual buy in would be about $40,000 per individual. Impact fees for the City of Othello were about $2,500, impact fees for the City of Colfax were also around $2,500.

            The impact fees, based on meter size, did not include cost of the meter or installation. 

Council consensus was to proceed with impact fees as presented based on the size of the meter and actual cost.

WASTEWATER HOOK UP FEES

Public Works Director Munyan discussed future sewer impacts due to new housing developments and golf course. He advised that at this time he did not have much information in regards to wastewater hook up fees and would need to look into it further to bring  back to Council.

DISCONNECT/RECONNECT FEES

Director Munyan also noted that the City needed to take a closer look at penalty fees for having to turn meters off and on.  This was not a problem during the day but was costly after hours due to overtime for staff. Usually staff received one to two calls a month in regards to shut offs after hours.

WATER BILLS PRO-RATE/AVERAGE

Deputy Clerk-Treasurer reported that since the water rates had been restructured and there was no longer a cushion for minimum usage complaints were being received after meters were uninsulated.  Application Software Program (ASP) would update the billing system for about $2,000.  This would allow averaging of the bills for winter months while meters were insulated.

Public Works Director advised that even with the new meters in some areas of town and the new meter reading devices the meters could not be read through the snow.

Council consensus was to look into purchasing an upgrade for the water billing system to average bills.

            Council also discussed disconnections of non payments for water bills. 

Currently no fines were being assessed when residents were disconnected due to non payment of water bills.
