MEETING OF THE CITY OF CONNELL , WASHINGTON

FRANKLIN COUNTY , WASHINGTON

April 26, 2004

The regular semi-monthly meeting of the City Council of the City of Connell was called to order by the Mayor at 7:30 pm in the City Hall and was opened with the Pledge of Allegiance.

ROLL CALL

PRESENT:       Mayor Garland Walton, Mayor Pro-Tem Perry Skoglund, Councilmembers, Roel Martinez, Ron Boyer, and Monica Pruett.

EXCUSED:      Councilmember Andy Sawyer

STAFF:            City Administrator Art Tackett , Public Works Director Pat Munyan, Police Chief Rick Rochleau, and Deputy Clerk Maria ChavezPeña

VISITORS:      Larry Seibel, Anderson Perry; and Kathy Bingham, Graphic.

CORRESPONDENCE

1)                  Mayor of Palouse was running for District 9.

CONSENT CALENDAR

Motion: Councilmember Pruett moved to approve the Consent Calendar as listed:
Minutes of the
April 12, 2004 Regular Meeting, Councilmember Martinez seconded motion.  Motion carried unanimously.

CITIZEN COMMENT

Mayor Walton advised that a complaint had been received in regards to a near collision on North Columbia Industrial when a vehicle coming out of private property failed to yield.

APPROVAL OF AGENDA

Mayor Walton made the following addition to the Agenda:

            Item 11 a – Surplus of Loader

Motion: Councilmember Pruett moved to approve the agenda as amended. Councilmember Martinez seconded motion.   Motion carried unanimously.

USDA – WATER SYSTEM IMPROVEMENTS

            Larry Seibel of Anderson Perry reported on the following:

Phase I –  The pre-final inspection would be held on April 29th.  The fence was in and the area had been seeded.

ORDER OF BUSINESS.

Phase II – The contractor had been doing some work but was not performing satisfactorily and would return to correct the work.

Phase III – The plans for the reservoir had been submitted.  Plans for the pipeline to the farm and 395 crossing would be submitted by the end of the week. Had not heard back about cutting into the crossing. 

Chip sealing would be done in June for Striker, Brentwood and Terrace Heights .

Council requested a quote for having signs painted on the new reservoir.

STREET PROJECTS - UPDATE

          Clark Street Rail Crossing: Larry Seibel of Anderson Perry reported that a decision had not been received in regards to the environmental impact study.

          Public Works Director Munyan advised that gravel would be placed in the dip on Clark Street .             

WASTEWATER FACILITY  

Councilmember Boyer noted that once the lab was certified LambWeston might be interested in contracting with the city to do lab work.

ANDERSON PERRY – AGREEMENT FOR GREASE AND ODOR CONTROL

          Public Works Director Munyan advised that grease would build up on the controls and walls of the lift stations which would not allow control switches to flip.  A machine placed inside the lift stations would spray chemicals to break down the grease.

          Mayor Walton advised that the agreement was for Lift Stations 4, 5 and Pioneer Park and that it was incorrect.

Motion: Councilmember Skoglund moved to approve and have the Mayor sign the agreement with Anderson Perry on grease and odor control for Lift Stations 2, 4 and Pioneer Park . Councilmember Martinez seconded motion.  Motion carried unanimously.

SURPLUS OF LOADER

Public Works Director Munyan requested authorization to place the old loader out to closed bid for the minimum of $6,000.

Motion: Councilmember Pruett moved to authorize placement of the old loader out to bid.  Councilmember Skoglund seconded motion.  Motion carried unanimously.

PAYMENT OF BILLS

Motion: Councilmember Skoglund moved to pay the payroll and bills in the amount of $121,419.77.  Councilmember Pruett seconded, motion carried unanimously.

CITY ADMINISTRATOR’S REPORT – City Administrator Art Tackett

1)                  Would be setting up a date for the Council Workshop, possibly June 14th.

2)                  An Urban Growth Boundary meeting had been set for May 4th.

PUBLIC WORKS DEPARTMENT – Mayor Walton

1)                  Work would be done on the sink hole in front of Michael Jays and would look into the sink hole in front of the old State Shop.

2)                  Work would be done on some of the wet wells.

3)                  Working on methods of sampling at the sewer plant.

POLICE DEPARTMENT – Police Chief Rick Rochleau

1)   Had been dealing with domestic cases

2)    The officer had their monthly training session on defensive tactics.

3)    Homeland Security Grants were being granted for repeaters, portable radios for the rural fire departments, and other communications equipment.

CITY HALL DEPARTMENT – Deputy City Clerk Maria ChavezPeña

Spring Fling would be May 1st.

Mayor Walton advised that there would not be a Classic Car Show this year.

MEETING RECESSED

Mayor Walton recessed the regular meeting to go into Executive Session at 8:12 for approximately 15 minutes to discuss a legal issue.

MEETING ADJOURNED

There being no further business to be heard before the City Council, Mayor Walton adjourned the meeting at 8:30 pm .
