MEETING OF THE CITY OF CONNELL, WASHINGTON

CONNELL, FRANKLIN COUNTY, WASHINGTON

 

October 28, 2002

 

The regular semi-monthly meeting of the City Council of the City of Connell was called to order by Mayor Pro-Tem Skoglund at 7:34 p.m. in the City Hall and was opened with the Pledge of Allegiance.

 

ROLL CALL

 

PRESENT:     PRESENT: Mayor Pro-Tem Perry Skoglund, Councilmembers Ron Boyer, Andy Sawyer and Monica Pruett.

 

EXCUSED:     EXCUSED: Mayor Gary Walton and Councilmember Roel Martinez

 

STAFF:          STAFF: City Administrator Art Tackett, Chief of Police Rick Rochleau , Public Works Director Pat Munyan, and Deputy City Clerk Maria Chavez.

 

VISITORS:      Kathy Bingham, Franklin County Graphic.

 

CORRESPONDENCE / APPOINTMENTS

 

1.      Received a memo from Michael Murphy - City would be receiving $1,000 - $2,000 for the distribution of transportation funds.

2.      Mayor Pro-Tem Skoglund appointed Councilmember Sawyer to the Finance Committee.

 

CONSENT CALENDAR

 

Motion: Councilmember Pruett moved to approve the Consent Calendar as listed:

Minutes of the October 14, 2002 Regular Meeting,

Councilmember Sawyer seconded motion.  Motion carried unanimously.

 

APPROVAL OF AGENDA

 

Motion: Councilmember Sawyer moved to approve the agenda as listed. Councilmember Pruett seconded, motion carried unanimously.

 

ORDER OF BUSINESS

           

WASTEWATER FACILITY  

City Administrator Tackett reported that the project was just about completed and that a dedication ceremony would be held on November 22nd.  The electrical problems had been solved and the electricity was being hooked up to lift station 5.  A walk through would be held the following week.

USDA - WATER SYSTEM IMPROVEMENTS

City Administrator Tackett reported that the City was currently trying to find a spot to locate the expanded water reservoir.  The City was also working on the right-of-way for North Sixth Street.  Construction for Phase I would begin in March, construction for Phase II would begin in May and construction for Phase III would be in 2004.

 

TIB- CLARK STREET - PROJECT UPDATE

City Administrator Tackett reported that he had not heard back from the grant source for the railroad crossing.  The City hoped to obtain a $200,000 grant for the crossing and that the Railroad Co. would cover any expenditures over the $200,000.  The cost estimate for the crossing was about $300,000.  Mr. Tackett also reported that the lights for Clark Street would be delivered in two weeks.

 

GOLF COURSE

City Administrator Tackett reported that the City had received several RFQ's but had not had the chance to review them.

 

ORDINANCE NO. 754 - Sanitation Containers

Motion: Councilmember Sawyer moved to table this item till December 12 in order to review the entire Sanitation Ordinance and bring it up to date.  Councilmember Pruett seconded motion.  Motion Carried unanimously.

 

PAYMENT OF BILLS –

Motion: Councilmember Skoglund moved to pay the payroll and bills in the amount of $117,553.53.  Councilmember Pruett seconded, motion carried unanimously.

 

DEPARTMENT REPORTS

           

POLICE REPORT - Chief of Police Rick Rochleau

1.                  New software program was running

2.                  Would be off next week for vacation

3.                  Reappointed as Chair of the Emergency Management Board

4.                  Getting the car and truck ready for the auction

 

PUBLIC WORKS DEPARTMENT - Public Works Director Pat Munyan.

1.         Work was progressing at the Community Center.  All the holes had been drilled and the floor in the health room would need to have the voids filled.  The sink hole in the parking lot was getting bigger and would be fixed.

 

CITY ADMINISTRATOR REPORT - City Administrator Art Tackett

1.                  The 2003 Preliminary Budget had been placed on file with the City Clerk

2.                  Would contact Council to set up a morning meeting to review the 2003 budget

3.                  Soccer Park - Spoke to the Pastor of the Baptist Church and received a positive response that the Church would be willing to work with the City

4.                  The court hearing on the water rights was schedule for December 18th. 

5.                  Spoke to the County Commissioners in regard to the Mosquito Control Board but they did not have a cost estimate at the time.

6.                  The next Council Meeting would be held on November 12 at 7:00 p.m.

 

MEETING ADJOURNED

There being no further business to be heard before the City Council, Mayor Pro-Tem Skoglund adjourned the meeting at 8:15 p.m.
