MEETING OF THE CITY OF CONNELL, WASHINGTON

CONNELL, FRANKLIN COUNTY, WASHINGTON

November 12, 2002

 

SPECIAL MEETING

 

The Special meeting of the City Council of the City of Connell for water rates and the structure of the rate system was called to order by Mayor Walton at 7:00 p.m. in the Connell City Hall .

 

ROLL CALL

 

PRESENT:       Mayor Gary Walton Councilmembers Ron Boyer, Roel Martinez, Andy Sawyer and Monica Pruett.

 

EXCUSED:      Councilmember Perry Skoglund

 

STAFF:            City Administrator Art Tackett , Chief of Police Rick Rochleau , Public Works Director Pat Munyan , City Clerk-Treasurer Joan Eckman , and City Attorney Terry Tanner .

 

VISITORS:      Larry Seibel, Anderson Perry

 

ORDER OF BUSINESS

           

WATER RATE STUDY

City Administrator Tackett reported that the City had been waiting for direction from USDA for the water rates.

 

Larry Seibel proposed the following rate structure:

 

            Base Rates

            2” meters or less           $12.40

            Apartments                   $  9.40

 

                        First 1000 CF @ $.68/100 CF = $6.80

                        Overage @ $.70/100 CF

 

                        Lamb Weston

                        BASE $1,600/mo

                        Water consumption $.55/100 CF

 

City Administrator Tackett reported that a change that would occur would be the conversion of water usage from the farm from agriculture to municipal use.  This would reduce the bond payments possibly by $50,000 a year.

 

Discussed was the possibility of lowering the sewer rates.

 

City Administrator Tackett would contact Lamb Weston to negotiate an agreement for water rates and would bring it back to Council on December 9th at 7:00 pm

There being no further business to be heard before the City Council, Mayor Walton adjourned the meeting at 9:15 p.m.
