The Special meeting of the City Council of the City of Connell about the water rates and the structure of the rate system was called to order by Mayor Walton at 7:05 p.m. in the Connell City Hall.

PRESENT:       Mayor Gary Walton, Perry Skoglund, Roel Martinez, Ron Boyer, and Andy Sawyer.

 

EXCUSED:      Councilmember Pruett

 

STAFF:            City Administrator Art Tackett, Public Works Director Pat Munyan, and Deputy City Clerk Maria Chavez.

ORDER OF BUSINESS

 

WATER FEE STUDY

Larry Seibel of Anderson Perry reported that the production of water for 2001 was 92,250,000 cubic feet.  Based on this number for production and using the rate structure below the City would need to generate $770,000 in water revenue.

Mr. Seibel reported that the proposed rate structure would increase the charge for the first 1,000 cf of water by to 10% to $.67 per 100 cf, the overage charge would be increased by 30% to $ 0.715 per 100 cf, and that LambWeston would receive an increase by 30% to $0.47 per 100 cf.

 

Council looked at how the increase would affect CPE.  Council also discussed the need to look at the discount for senior citizens and disabled citizens and see if there needed to be an adjustment to the income level.      

 

Council concurred that the City should do annual increases to the water rates based on the cost of living increase.

 

Council was in unanimous agreement to have Mr. Seibel proceed with the rate increase as proposed.  Mr. Seibel would also look into impact fund fees.
