MEETING OF THE CITY OF CONNELL, WASHINGTON
CONNELL, FRANKLIN COUNTY, WASHINGTON
The regular semi-monthly meeting of the City Council of the City of Connell was called to order by Mayor Walton at 7:35 p.m. in the City Hall and was opened with the Pledge of Allegiance.
PRESENT: Mayor Gary Walton, Councilmembers Roel Martinez, Monica Pruett, Ron Boyer, Perry Skoglund, and Councilmember Jim Lobach.
STAFF: City Administrator Art Tackett, Chief of Police Rick Rochleau, Public Works Director Pat Munyan and Deputy City Clerk Maria Chavez.
VISITORS: Larry Seibel, Anderson Perry; Carol Lindner, Tom Desmar

1. Anderson Perry & Associates - Request that a committee be set up to award the $500 Engineering Scholarship.
2. Transportation Improvement Board - Mayor Walton advised that he would be filling the open position.
Councilmember Pruett moved to approve the Consent Calendar as follows:
Minutes of the October 22, 2001 Regular Meeting
Councilmember Skoglund seconded motion. Motion carried unanimously.
Mayor Walton thanked Helen Tobin and the Mid Columbia Library for the mural presentation.
Mayor Walton made the following changes to the agenda;
Moved Item No. 13 after Item No. 11,
Councilmember Skoglund moved to approve the agenda as amended. Councilmember Martinez seconded motion. Motion carried unanimously.
CLOSED RECORD HEARING - Request for zoning ordinance change
Public Works Director Munyan reported that a request to change the Residential Low Density zoning had been heard by the Planning Commission at a Public Hearing on October 30th. The recommendation of the Planning Commission was to make a change in the Connell Municipal Code chapter 17.60.220 from "not previously occupied' to "not older than five years and occupied by the original owner".
Mayor Walton questioned if residents had received letters in the mail.
City Administrator Tackett noted that the City was not required to send notices to all residents for the notification of a Zoning Change Request.
Councilmember Pruett moved to accept the recommendation of the Planning Commission to allow previously occupied manufactured homes, not older than five years, be moved into all RL zones and to have staff present such an ordinance at the next council meeting. Councilmember Lobach seconded motion. Motion passed with 4 to 1 with Councilmember Boyer voting against.
WASTEWATER FACILITY- PROJECT UPDATE
Larry Seibel of Anderson Perry was present to update the Mayor and Council on the progress of the projects.
Schedule A – A letter was received from Apollo granting the City permission to use the lift station to pump water to fill the lagoons.
Councilmember Lobach moved to approve payment to Apollo for Partial Pay Estimate No. 9 in the amount of $34,820.75. Councilmember Martinez seconded motion. Motion carried unanimously.
Mr. Seibel then presented Change Order No. 3 in the amount of $1,030.
Councilmember Lobach moved to approve the payment of Change Order No. 3 to Apollo in the amount of $1,030. Councilmember Pruett seconded motion. Motion carried unanimously.
Schedule B - The chlorination equipment was in the building. Once the chlorination system was put into service a representative from the chlorination company would come to the site to test the system.
Councilmember Lobach moved to approve Partial Pay Estimate No. 7 to Selland in the amount of $104,592.88. Councilmember Martinez seconded the motion. Motion carried unanimously.
WATER SYSTEM IMPROVEMENTS - PROJECT UPDATE
Larry Seibel of Anderson Perry was present to update the Mayor and Council on the progress of the projects.
Phase I - The water main had been pressure tested and disinfected. A final inspection would be scheduled.
Councilmember Lobach moved to approve Application for Payment No. 1 from Selland in the amount of $87, 207.74. Councilmember Pruett seconded motion. Motion carried unanimously.
Phase II - A public meeting had been schedule for November 15th at 7:00 PM to answer questions on the Striker portion of the project.
TIB - CLARK STREET - PROJECT UPDATE
Larry Seibel of Anderson Perry reported that he would be in contact with the railroad company in regards to the bridge crossing. The bridge crossing needed to be widened and the crossing gates would need to be changed in order to protect pedestrians and car traffic.
COMMUNITY CENTER REPAIR - DISCUSSION
Larry Seibel of Anderson Perry reported that he had gone through the report done by Terra Associates and agreed with their recommendations. In order to stop further settlement of the building, grouting would need to be done to fill the voids.
Council gave its consensus for staff to further research repair options.
GOLF COURSE - DISCUSSION
City Administrator Tackett reported that a meeting had been set up for councilmembers to take a trip to the golf course in Union Oregon on November 17th. A meeting for citizens comments would be held sometime in December.
Councilmember Skoglund asked to be excused from the November 17th meeting.
UNION CONTRACT
Chief Rochleau reported that the Teamsters Union had accepted the City's offer.
Mayor Walton noted that the contract did allow for 3%, 3%, 2% Cost of Living Allowance for the next three years.
Councilmember Skoglund moved to authorize the Mayor to sign the union contract. Councilmember Pruett seconded motion. Motion carried unanimously.
ORDINANCE NO. 745 - LEGAL DESCRIPTION
City Administrator Tackett reported that when the legal description for Ordinance No. 740 had been submitted to OFM it omitted Highway 395 from being annexed.
Ordinance No. 745 would correct the legal description to include the highway.
Councilmember Lobach moved to adopt Ordinance No. 745. Councilmember Skoglund seconded the motion. The motion was carried unanimously.
Councilmember Lobach made a motion to pay the payroll and bills in the amount of $339,858.32. Councilmember Skoglund seconded the motion. Motion carried unanimously.
Police Report - Chief of Police Rick Rochleau.
1. Officer Quinton was doing well at the Academy and only had five weeks left.
2. A police car was back from the body shop.
3. Excess vehicles had been surplused.
4. Auto Scraps from Tri-Cities was towing abandoned vehicles.
4. Had a juvenile plead guilty to burglary crimes.
Public Works - Public Works Director Patrick Munyan
1. The Myrup's house was scheduled to be torn down.
2. Elm Street was moving along slowly.
3. Water meters were being insulated.
4. Had closed off a broken waterline that ran underneath the railroad tracks.
City Administrator's Report - City Administrator Art Tackett
1. Attended an IACC meeting where they discussed Community Certification Program and EPA Grant Programs. The Community Certification Program was a voluntary program to help communities become business ready. The EPA Grants were to study ground fills.
Council gave its consensus to authorize City Administrator Tackett proceed with submitting applications to both programs.
2. Had contacted DNR who proposed that the DNR property be split into two sections to be bid on. City Administrator Tackett responded that he would need to look into and would get back to them.
There being no further business to be heard before the City Council of the City of Connell, Mayor Walton adjourned the regular meeting at 8:55 p.m.
